A process is not simply a collection of statements, but must be structured to guide the person in completing the task. If the procedure consists of only statements, it is not a procedure. In order for a procedure to be effective, it must follow a certain order and follow a specific goal.

A procedure is a standardized, well-defined method for performing an activity or process. It suggests a specific start and end. Using a procedure to accomplish a task is useful when employees are uncertain about how to complete a task.
